The best time to prepare is before the next wave of studies
These are difficult times, and it may appear that research is beside the point and that sponsors have stopped treating Ukraine as a dependable location. The register of MoH orders says otherwise: despite the war, dozens of new research sites have opened since 2023 and hundreds of new studies have been authorised. The market has not stopped — it is redistributing quietly.
A first study rarely stays the only one
Of 30 facilities that entered clinical research for the first time since 2023, 18 have already received a second study, mostly within a year of the first. Those that started in 2023–2024 now have four on average.
International pharma has not left Ukraine: the large majority of new sites received their protocol from an international sponsor — over fifty sponsors from more than a dozen countries, and more than a hundred trials. Protocols came from, among others, AstraZeneca, Merck Sharp & Dohme, Eli Lilly, Bristol-Myers Squibb, Bayer and Teva — four of which are in the global top ten.
These are not old studies spreading to new locations: almost every protocol at these sites was authorised after 2023. The decisions to enter Ukraine were taken during the war, not before it.
Most telling is who is expanding. Most new sites were opened by facilities that had run studies before. The investment is coming not from newcomers but from those who already know what it costs and what it returns — and are doing it a second and a third time.
The growth also comes mainly from private facilities, and by no means only from Kyiv: Uzhhorod, Lutsk, Chernivtsi, Ivano-Frankivsk, Kremenchuk, Zhytomyr. The window is still open, but competition for protocols is already forming, and the places go to those who are ready earlier.
If the facility already runs studies
From inside, what already works is visible. From outside, so is what is not yet in use: indications for which you already have the equipment, the patients and the clinicians, but for which you have never applied. The most promising one is often in the next department, and goes unnoticed precisely because it is close at hand.
If the facility has not run studies yet
The question is not whether you can manage the first protocol, but what kind of site you intend to be in five years. A roadmap sets out what to put in order, in what sequence and over what period — to build a site designed for dozens of trials rather than one.
